What do you think of the social contract

Is it worth the paper it is written on, or should it be given a lot of consideration?

It seems to me that contract should have two sides to it like in any contract we signed in real life. Someone will do such and such------------- if someone does such and such..........
So far it looks like a bunch of ideas thrown together with no real enforcing power to get the job done.
