My fellow citizens,
Haiti is an independent country and I respect the current constitution.

I disagree with articles 13 and 15, however, I respect the Haitian Constitution to its entirety. There are two entities in Haiti that can restrain the continuous implementation of articles 13 and 15: The parliament and the court system (after a citizen or a group file a lawsuit on our behalf)
I will not send a petition to the United States, Canada, the United Nations, and the OAS to ask for the removal of articles 13 and 15 of the Haitian Constitution.
Haiti has a legitimate government and its three branches of power are functioning. It would be much better to send a petition to the Haitian Parliament and ask that these two articles 13 and 15 respectively to be removed and to reinstate our right without any limitation and to recognize the dual citizenship.
A petition can be sent to the Government and then the president may call the Parliament in a special session to put en veuilleuse articles 13 and 15 of the 1987 constitution.
A citizen of Haiti or a group can file a lawsuit on behalf of the Haitian Nationals who are living in the Diaspora and ask the judge to declare that articles 13 and 15 are unconstitutional and put them on veuilleuse until the amendment of the 1987 constitution. The judge will reinstate retroactively the full right of the Haitian Nationals who are living in the Diaspora.
You cannot go to any international entity if you have not addressed that issue in the mother land.
First, ask the Haitian Parliament:
How: call your representative in your hometown in Haiti and ask him/her to team up with his/her colleagues to draft a bill for the removal of articles 13 and 15. They will bring it to House of the Deputies and the Senate and request after deliberation for an UP or DOWN vote.
Call your President or send an official letter to him with lot of signatures.
If you see that the government and the parliament refuse systematically to remove articles 13 and 15 then you have not choice but to ask a Haitian National to file a lawsuit on our behalf.
We may not even resolve to that: there will be an election for all the members of the House of Deputies. You support the opponents of anyone who voted against the bill, but make sure you let their opponents know why you support them. It will be in our best interest to force for an UP and Down vote now.
You shall address first to the appropriate venue and respecting the protocol.
If you plan to write a letter to a member of the Haitian Congress, the Senate, the President, it must be a diplomatic letter and respecting the protocol. State why and how the country can be benefited from it and how his/her constituent can be benefited from it. Do understand that there will be a shift of power with the removal of Articles 13 and 15 and reestablishing our full right and without any limitation. Jan 12. The Diaspora did its job.
